Israel's Energy Ministry wants cyber security lab

Such a laboratory is needed to simulate attacks on infrastructures and responses to them.

The Ministry of National Infrastructure, Energy, and Water Resources wants to establish a cyber laboratory, and has published a request for information (RFI) on the subject. The new laboratory will act as a testing and simulation environment for industrial operations technologies, and can be used to examine the effectiveness of various protection systems. Cyber attacks are the leading threat to infrastructure in Israel.

Like cyber laboratories that simulate a real environment in banking and telecommunications networks, there is also need for cyber defense in energy and infrastructure. Focused attack scenarios can be devised in the laboratory that the Ministry of National Infrastructure, Energy, and Water Resources wants to found, and ways of dealing with them in the environment that facilitate handling them in a way that allows lessons to be learned rapidly and effectively can be simulated. In addition, the laboratory will be a research environment for students from Israel and abroad doing academic research in the cyber field, including cooperation with similar laboratories abroad.

"The Israeli cyber industry is currently at an all-time peak, attracting huge investments that are reflected in 30 development centers from international companies," said Tel Aviv University cyber studies head and Jerusalem Venture Partners (JVP) partner Dr. Nimrod Kozlovski. He believes that establishing a cyber laboratory with government assistance is essential to the economy, because it will make it possible to reduce financing costs for essential ventures through access to the relevant simulation environments. The laboratory will also shorten complex and lengthy testing and installing procedures.

According to Kozlovski, a laboratory of this type plays an important role, not only as a public venture making an economic contribution to the private economy, but also in essential security, given Israel's exposure to hostile groups and attempts to damage critical Israeli infrastructure.
