The buyer fixed price project includes only 457 apartments in two separate projects.

Registration for a buyer fixed price lottery indicates large-scale demand for discounted apartments in the government plan. As of now, five projects are open for registration: two in Mevasseret Zion, one in Jerusalem, one in Afula, and one in Rekhasim.

According to National Housing Board figures, 20,600 eligible people have already registered for the lotteries in Mevasseret Zion involving 457 discounted apartments in two different projects. One project is by Azorim Projects and the other is by YD Barazani Real Estate and Construction. According to the winning bids, a 100-sq.m. meter apartment will be sold to those eligible at prices starting at NIS 1.105 million.

In the original tender, the companies won lots zoned for construction of 376 apartments. The Harel District Planning and Building Commission, however, headed by chairperson Ruth Schwartz Hanoch, recently approved a concession increasing the number of apartments to 457. The plan applies to an area located in southern Mevasseret Zion, and the Commission approved both concessions under the regulation introduced in the 1990s by then-Prime Minister's Office director general Shimon Sheves allowing an increase in the number of apartments in a project without increasing the construction area and concessions under a regulation introduced by Minister of Finance Moshe Kahlon allowing an increase in the construction area.

The requests for building permits submitted by the companies show that the bid includes construction of 16 buildings, including six along Hahotzvim Boulevard with a commercial front. The other buildings face an internal road in the project. Most of the buildings have eight storeys. 280 of the apartments have up to 105 sq.m., and the rest are larger.

In approving the requests, the District Planning and Building Commission set conditions, such as architectural coordination, adaptation to the construction plan, adaptation to district guidelines, adaptation of the housing units mix, consideration of the number of double parking spaces, etc. The permit requests were submitted in the companies' names by Eyal Itzkin Architects Ltd.

Schwartz said today that the Commission's decision had made it possible to open the lottery to the general public, adding, "The project is important to Mevasseret Zion and its residents. Its importance includes the fact that it is a buyer fixed price plan. It is therefore being moved forward on a short timetable with proper optimal planning."
