The new neighborhood will be built north of the Kovshim River on an abandoned munitions base.

The National Planning and Building Commission for Preferred Housing Sites yesterday approved for deposit a housing plan for 4,120 housing units in northern Beersheva.

The plan, which covers 4,300 dunam (1,075 acres) north of Nahal Kovshim (Kovshim River) (an abandoned munitions base), is a continuation of the built up Beersheva municipal area. The principles of construction include preserving Beersheva's circular grid, a collection of open spaces at various levels, and the creation of centers with public institutions, commerce, and open public spaces in key areas linked to the general array of open spaces.

The homes in the plan consist of two thirds private housing units adapted to the topographical features and one third terraced high-density construction along Rager Blvd.

Together with urban renewal processes taking place in the city center, the plan offers low-density construction on the outskirts of the city in order to provide a high quality of life and attract a new economically well-off population to Beersheva, while narrowing gaps with the surrounding communities.
