Netanya plans 4,000 homes in Kiryat Nordau

The project is the first of four urban renewal planned for old neighborhoods.

The Netanya municipality has completed an urban renewal outline plan for the Kiryat Nordau neighborhood. The plan will be brought soon for approval by the Local Planning and Building Commission.

The plan is the first of four outline plans promoted by the municipality for old neighborhoods in the city to be completed: Neot Shaked, Dora, the city center, and Kiryat Nordau, in cooperation with the Ministry of Construction and Housing. The Kiryat Nordau plan will determine the future of the neighborhood.

The municipality's plan, which is derived from the general outline plan for the entire city, allows developers to promote details plans for the neighborhood now, without waiting for approve of the general outline plan for Netanya.

The completed plan provides for an additional 4,000 new housing units. It sets rules for the type, density, and height of construction, as well as the location of business and commercial space, roads, walking and bicycle paths, public buildings, public gardens, etc.

Kiryat Nordau is adjacent to the new Ir Yamim and Agamim neighborhoods, but its buildings are old, and most of them are not earthquake-resistant. The neighborhood is fairly near the sea and nature preserves, and has good access to public transportation. In addition, it is one of the neighborhoods with a private unbuilt area amounting to 45% of the total area of the lots, and the development potential is therefore especially extensive.

The plan was designed by architect Irit Tsaraf-Netanyahu in cooperation with Netanya municipal engineer Avner Ackerman and Galit Ronen from the Ministry of Construction and Housing Urban Renewal Division, which is funding the preparation of the urban renewal outline plan.

Netanya Mayor Miriam Feirberg-Ikar said, "For the first time, we will submit to the Local Planning and Building Commission an outline plan for the neighborhood taking into account the residents' needs, including housing, commerce and business, community infrastructure, and transportation, while taking note of the plan's economic viability. We will not wait for the approval processes for Netanya general outline plan 2035. At the same time, we have signed with the Ministry of Finance and the Israel Land Administration a roof agreement, in which 12,000 housing units in the city will be marketed, with the state investing NIS 800 million in infrastructure."
