Headed by Dalit Zilber, the Tel Aviv District Planning and Building Commission in the Planning Authority today deposited for objections from the public a plan for construction of a 60-storey office building at Maariv Junction in Tel Aviv. The owner of the land, Israel Land Development Company (TASE: ILDC), controlled by Ofer Nimrodi, initiated the plan. Drawn up by architect Moshe Tzur, the plan is for a 1.7-dunam (0.425-acre) site located at the intersection of Menachem Begin Road and Carlebach Street. The plan allows the construction of a 60-storey tower, including business, commercial, and public space and municipality and government offices.

The Tel Aviv municipality approved the construction of a 55-storey tower on the site. In today's discussion, the District Committee approved adding five storeys to the tower. The Maariv Junction is an important area in central Tel Aviv, because it is located between four key streets: Carlebach Street, Menachem Begin Road, Lincoln Street, and Yitzhak Sadeh Street. The area features a mixture of uses, mainly retail and business, and residential space is planned on the site of the old Tel Aviv wholesale market. The Carlebach light rail station, which will connect the Green and Red Lines of the light rail, will be located underneath the intersection.

The plan emphasizes passages adapted for both pedestrians and bicycle riders in the existing space around the tower. In addition, the plan requires the construction of an underground public parking lot for bicycles with 200 parking spaces and direct access from it to the station.
