Under the emerging deal, Parson Brinckerhoff will manage the Tel Aviv light rail system for 10 years.

NTA Metropolitan Mass Transit System Ltd., which is charge of the Gush Dan (Tel Aviv area) light rail project, is in the final stages of negotiations for a management agreement with US company Parson Brinckerhoff (PB) without a tender. Under the emerging deal, estimated at NIS 860 million, PB will manage the light rail for 10 years. Public bodies in Israel are obliged to hold tenders for projects except in special circumstances.

PB is an international company providing professional energy and infrastructure services. The company has 14,000 employees, and is part of the Balfour Beatty group, which has over 50,000 employees. The group has participated in important projects of the Israel Natural Gas Authority, and has extensive know-how in supervising railway plans.

NTA said, "As part of reorganizing NTA for the purpose of building the Red Line, the company is considering a optimal solution in order to carry out this complex project according to constraints of time, quality, and budget. Whatever alternative the company chooses, it will operate according to law."
