IDF training base city prequalification tender published

Africa-Israel, Housing and Construction, and Ashtrom have purchased tender documents.

The Ministry of Defense today published the prequalification (PQ) tender for construction of the IDF training base city. Bidders in the PQ stage will have to present information on planning, construction, financing, and operational and maintenance capabilities. The main tender will be published during the first half of 2009. Construction of the training base city is estimated at NIS 2-3 billion, and the value of the maintenance contract is estimated to be worth a similar amount.

Africa-Israel Investments Ltd. (TASE:AFIL; Pink Sheets:AFIVY), Housing and Construction Holding Co. Ltd. (Shikun u'Binui) (TASE: HUCN), and Ashtrom Properties Ltd. (TASE:ASPR) have purchased tender documents.

The IDF training base city project is a public-private partnership (PPP) project. The franchise winner will plan and build, and then operate and maintain the training base city under a long-term contract. Company employees will handle many operational and maintenance work currently handled by IDF regular army NCOs and officers. Use of a PPP tender is part of the Ministry of Defense's streamlining measures. The IDF training base city is also intended to create jobs in the Negev.
