The roof agreement with the Yavne municipality will be the 11th signed.

In pursuance of the government policy of signing roof agreements with local authorities, in which 10 agreements have been signed in recent years, the next in line is Yavne.

A signing ceremony is due to take place tomorrow for a roof agreement between the Ministries of Finance and Construction and Housing, Israel Land Authority, and the Yavne municipality, which is slated to promote construction of 12,700 new housing units. As part of the roof agreement, the state will market 2,300 housing units over the coming year in a new neighborhood in southwestern Yavne near the green neighborhood (Neot Rabin). Under the roof agreement, the state will market housing units until 2019.

The state began promoting the roof agreement with Yavne over two years ago. The breakthrough that made possible the signing of the agreement now was the state's commitment to finance construction of an interchange on Highway 4 south of the existing interchange for the purpose of providing an additional entry into the city in the direction of the new neighborhood. Under the agreement, the roof agreement will also include the older parts of the city and financing for infrastructure.

Up until now, roof agreements have been signed for a total of 131,000 housing units, with the Ministry of Finance undertaking to promote financing of infrastructure and public buildings, while the municipalities are undertaking to promote the plans quickly, with building permits issued within three months.

The cities that have already signed roof agreements are Netanya, Herzliya, Modi'in-Maccabim Reut, Rishon Lezion, Rosh HaAyin, Kiryat Bialik, Ramle, Kiryat Gat, Ashkelon, and Beer Sheva.
