Next Monday's “Globes” Israel Real Estate and Infrastructures Conference will examine how hopes for affordable housing dissipated.

At the center of the social protest in the summer of 2011 was the issue of housing prices. At the time, there was an extensive public dialogue over the cost of living, and the concept of affordable housing emerged.

The social protest resulted in a stormy public debate over price for tenants housing, the criteria that the government should use for helping people without homes, especially young couples, and about the ongoing failure in public housing.

The last government announced three measures: rental housing; zero VAT; and target price. Ultimately, for political reasons, the zero VAT plan was dropped from the agenda, but the marketing of several target price and rental apartment projects was initiated. At best, the results of these projects will only be seen in several years. As a consequence, The Israeli government has no worthy solutions for affordable housing in either the short or medium term.
