"The European Investment Bank (EIB), which financed the Hadera desalination plant, is now willing to finance the Ashelim solar energy plant," says Israeli Clean Energy Alliance chairman Hezi Kugler. "Its very presence is a certificate of approval for the project. Some people doubted the ability to obtain funding for project, but the EIB funds large projects, and doesn’t enter adventures."

As for the Public Utilities Authority (Electricity) license for the Ashelim thermosolar plant, Kugler said, "The moment the state licensed this project, it gave the entrepreneurs the assurance about the terms that will apply when the tender gets underway. It's a pity that the Public Utilities Authority has dragged out the matter until now, but it least it's been solved. The main reason for the constant postponements isn't the license. The tender is now delayed until the end of April, and people have the time to read the documents and study the terms."

Kugler was director general of the Ministry of National Infrastructures until a few months ago.
