Participation in the labor force by people aged 15-24 rose to 59.1% in the second quarter from 58.5% in the preceding quarter, and participation in the labor force by people aged25-64 rose to 79% in the second quarter from 778% in the preceding quarter. 77% of employees had full-time jobs in the second quarter, down from 77.3% in the preceding quarter.
Israel's biggest labor problem is not unemployment, but low participation in the labor force, mainly by Arab women and haredi (ultra-orthodox) men.
