42% of Ashdod Port workers are related

Government Companies Authority figures reveal extensive nepotism and fat bonuses at the ports and IEC. 

A pilot at Haifa Port earns NIS 78,200 monthly, more even than the CEO of Israel Electric Corporation (IEC), who is paid NIS 74,500 monthly. The salary of IEC's CEO is the second highest among CEOs of state-owned companies, with the CEO of Rafael Advanced Defense Systems Ltd. topping him with a monthly salary of NIS 100,000. The figures emerge from the data presented at the Government Companies Authorities human resources conference, which took place yesterday at Neve Ilan.

The figures also show that IEC employees receive performance bonuses averaging more than NIS 116,000 annually. Here too, IEC is behind Rafael, where performance bonuses average NIS 141,500 annually. IEC is followed by Ashdod Port, where the average annual bonus is NIS 82,000, and Israel Natural Gas Lines, where the figure is NIS 77,000.

Israel Railways hires most

As far as changes in manpower levels are concerned, in the period 2013-2015 Israel Railways leads in net hires, increasing its headcount by 392, or 13.9%. The headcount at Netivei Israel - National Transport Infrastructure Company Ltd. rose by 7%, and at Ashdod Port it rose by 6%. At Haifa Port, by contrast, the headcount fell by 5.7%, while at IEC it fell by 6% (799 employees), and at NTA, which is building the Tel Aviv Light Railway, the fall was 17% (30 employees).

Nepotism

Ashdod Port is the company with the highest rate of employees related to one another, at 42%. It is followed by Rafael, with 33%, IEC with 27%, and Haifa Port with 26%. At Israel Railways the figure is 3%, while at NTA it is zero.

NTA is also the infrastructure company with the highest proportion of women employees, over 55%. At Israel Ports Development & Assets Company Ltd. the figure is 51%; at Mekorot National Water Company it is 22%; at IEC it is 20%; and at Israel Railways 13.5%. Haifa Port and Ashdod Port are at the bottom of the ladder, with 12.6% and 9.9% respectively.

The proportion of people of Ethiopian origin employed in government companies has risen by 80% since 2011, but is still low, at 1.1%. Israel Railways has the highest proportion of Ethiopians, at 1.8%; IEC has 1.3%; Haifa Port 0.2%; and NTA zero.

Employment of Arabs and other minorities is low at government companies, with an average of 1.35%. This compares with a proportion in the general population of Israel of 23%, and a proportion among the general workforce of 11.4%. Israel Railways has the highest proportion, at 2.2%. At Haifa Port the figure is 1.9%; at IEC it is 1.3%; and at NTA it is zero.
