Tel Aviv-Jaffa is Israel's most prosperous city in 2013, followed by Rishon LeZion, and Haifa, reports "Globes"-Dun's 100.

The rankings are based on five variables: regular budget surplus/deficit ratio; arnona (local property tax) collection rate; socioeconomic classification as published by the Central Bureau of Statistics; businesses/residents ratio; and government grants to regular budget ratio. The data are for 2012.

Tel Aviv had a budget of NIS 4 billion in 2012, a budget surplus of 0.4%, and a 95% arnona collection rate, the highest among Israel's big cities. It's population was 491,600 at the end of 2012.

Holon is Israel's fourth most prosperous city, followed by Petah Tikva, Ashdod, Beersheva, and Netanya. Jerusalem is in ninth place among cities with more than 200,000 residents. It had 867,800 residents and a high government grants to budget ratio.

Among the 20 cities with populations of 50,000-200,000, Hod Hasharon rose to first place from sixth place in 2012, ousting Herzliya from the top spot. Ramat Gan is in third place.

Ra'anana had the highest investment per capita in education in 2011-12, at NIS 11,200. Eilat had the lowest investment in education, at NIS 1,100 per child.
